As the Construction Safety Manager – New Sites & Regions (EMEA), you will play a pivotal role in establishing and scaling the Health and Safety function for new data center sites and regions across EMEA, working at the forefront of AWS's most ambitious infrastructure expansion efforts.
This is a ground-floor opportunity to architect a safety framework from scratch. You will be the critical link between Pre-Construction and Construction teams, ensuring that Health & Safety is embedded into every phase of site and regional expansion — from site selection through to handover. As AWS expands into new sites and regions, new General Contractors (GCs) are being onboarded with limited safety infrastructure in place. You will be the driving force behind building the pipelines, programs, and resources needed to bring these GCs up to AWS's world-class safety standards, regardless of where in EMEA that site sits.
You will work closely with experts in construction management, senior leadership, operations, corporate counsel, and human resources to build and deliver a robust, scalable safety program that works for both established and entirely new markets. You must be an effective communicator — sending clear, concise, and consistent messages verbally, in written form, and in public speaking forums. The right candidate must be equally comfortable in the field and in the boardroom — influencing without authority, building from scratch, and communicating clearly at all organisational levels. You will report to the Regional H&S Manager (EMEA DCPD) and will be responsible for creating lasting safety infrastructure that protects our people and enables rapid, safe growth across new sites and regions. Some domestic and international travel is required.

Build and own the EMEA Construction Safety Framework for new sites and regions, designing scalable safety systems, standards, and processes for both Pre-Construction and Construction phases where none currently exist.
Establish and deploy a GC Safety Onboarding Pipeline — create the structure, tools, and compliance processes needed to bring new General Contractors operating across new EMEA sites and regions up to AWS safety standards, including CSMP reviews, safety kickoffs, Avetta onboarding, and ongoing performance reviews.
Create and deliver site-specific safety plans, programs, and resources tailored to new GCs and new market environments, including emergency response plans, risk assessment frameworks, and training programs adapted to local regulatory requirements.
Bridge the gap between Pre-Construction and Construction teams, establishing a consistent and systematic approach to Health & Safety that gives both teams the system and support they currently lack when engaging new GCs in new EMEA sites and regions.
Conduct Construction Risk Area (CRA) inspections and H&S audits across all active DCPD projects at new and emerging EMEA sites, ensuring compliance with AWS H&S requirements, life safety requirements, and applicable local regulations.
Own incident management and Root Cause Analysis (RCA) quality across new EMEA sites, ensuring incidents are investigated thoroughly, corrective actions are closed on time, and learnings are fed back into program development.
Deliver consistent WBR and MBR reporting with actionable trend analysis, translating leading and lagging safety indicators into clear narratives for cluster and regional leadership.
Develop program documentation, SOPs, and playbooks for newly established safety programs, ensuring they are repeatable, scalable, and transferable to future new EMEA sites and regions.
Consult and partner with the AWS H&S Program Team and legal teams for regulatory interpretations and guidance, ensuring all new site frameworks align with global standards while meeting or exceeding local EMEA regulatory requirements.
Drive H&S culture across DCPD teams through consistent field presence, stakeholder engagement, and data-led safety initiatives — fostering a safety culture that travels with AWS into every new market it enters.

- Knowledge of Microsoft Office products and applications at an advanced level
