Job Description
The Senior Appraisal Analyst collaborates with workstream leads to define the requirements, content, and methodology for analysis. The role is also responsible for guiding a small team of junior analysts to deliver this multi-disciplinary work, working with subcontractors, as well as coordinating with various teams to gather inputs and specifications.
Principal Accountabilities:

Perform and assure analytical work related to the economic appraisal as directed by the economic appraisal lead.

Perform and assure analytical work related to benefits realisation as directed by the Benefits manager.

Business case authoring on all elements of the Final Business Case submission as directed by the lead Final Business Case author.

Coordinate a multi-disciplinary team of junior analysts and carrying out quality assurance.

Coordinate with other teams to gather technical inputs including scheme design, cost, and risks.

Support the management of subcontractors

Support stakeholder engagement as advised by the Head of Sponsorship

Perform additional tasks, activities, or other duties as may be required or assigned as part of the role.
Experience:
-
5+ years’ experience in delivering public sector business cases aligned to the Irish infrastructure guidelines and/or equivalent UK guidance
-
Delivery of public sector business cases aligned Ireland Transport Appraisal Framework and/or equivalent UK guidance.
-
Delivery of economic advisory and modelling within the transport sector. Advantageous if this is within the rail sector.
-
Proven experience in carrying out post project evaluations. Advantageous if this is within the transport sector.

Strong knowledge of Irish public investment policy, stakeholders, and assurance processes.

Experience leading small project teams to deliver complex analytical work.

Experience delivering complex analytical work as part of a multi-disciplinary team.
-
Experience carrying out quality assurance and verification for analytical work.

Experience in managing sub-contractors and working in a multi-supplier environment.
Skills:
-
Strong knowledge of the Irish business case guidance, including the Infrastructure Guidelines and NTA project approval guidelines, as well as any related international best practice (e.g. UK Green Book and Magenta Book).

Proven track record in Business case writing

Economic appraisal and modelling

Benefits realisation and evaluation

Cost estimation and inflation forecasting

Project management and Sub-contractor management

Proficiency in computer programming for statistical modelling (e.g. STATA, Python, R, etc)

Excellent written and verbal communication skills, including the ability to present information clearly to technical and non-technical audiences and collaborate effectively across teams.
Qualifications

Bachelors degree in relevant discipline: e.g. Economics, Finance, Mathematics

Advantageous: Master’s degree in relevant discipline: e.g. Economics, Finance, Mathematics
Desirable:

APMG Better Business Case Practitioner
-
Advantageous: Relevant project management qualification from PMI or APM
