Purpose & Scope of the Role:
We are seeking a Bid Manager to support the planning, coordination and delivery of high-quality tender and submission documents across a varied portfolio of strategic opportunities. Working closely with technical teams, bid owners and senior stakeholders, you will help define response strategies, develop win themes, manage bid programmes, coordinate contributors and ensure submissions are fully compliant, well-structured and client focused.
The role involves leading major tenders and supporting frameworks, pre-qualification submissions, requests for tender, requests for quotation and project-specific proposals. You will bring structure to complex bid processes, keep deadlines and reviews on track, and improve the overall quality, clarity and consistency of submissions.
Your Impact in This Position:
You will directly influence the quality and competitiveness of tender submissions, helping the business present its strengths clearly and persuasively to clients. Your contribution will improve bid planning, strengthen governance, and ensure responses are aligned to client priorities and evaluation criteria.
As the role develops, you will also help improve tender-ready content, enhance bid processes and share practical bidding knowledge across the team, making a lasting impact on the effectiveness of the Tender Unit.
Core Capabilities
Bid Planning and Coordination:
You will take ownership of the end-to-end bid programme, ensuring each submission is properly planned from kick-off through to final delivery. This includes building realistic schedules, coordinating contributors, managing key milestones, maintaining document control and tracking actions through to completion. You will anticipate risks, identify gaps early and escalate issues where needed to keep submissions on track under often tight deadlines.
Compliance, Governance and Review Management:
You will ensure every submission is fully compliant with client instructions, procurement rules, response structures, page or word limits and internal governance requirements. This will include preparing and maintaining compliance checklists, managing review stages, tracking amendments and ensuring that issues are resolved before submission. A strong eye for detail and the ability to improve the clarity, structure and consistency of final documents will be essential.
Bid Strategy and Win Themes:
You will support the development of response strategy for selected complex and strategic opportunities, working with bid owners, technical teams and senior stakeholders to understand client priorities and evaluation criteria. You will help define clear win themes, identify relevant evidence and shape messaging that differentiates the organisation and strengthens the overall response. The role requires the ability to turn technical inputs into focused, client-led themes.
Bid Writing, Editing and Content Development:
You will write, edit and refine bid content across a range of submissions, ensuring responses are compelling, accurate and easy to assess. This includes developing material from technical input, improving clarity and flow, strengthening the client focus of responses and ensuring key benefits, commitments and evidence are presented effectively. You will also help build and maintain tender-ready content for future use.
Stakeholder Coordination and Bid Team Support:
You will work closely with technical specialists, senior reviewers, bid owners and colleagues across the Tender Unit to keep bids moving smoothly. This will involve clear communication, strong facilitation and the confidence to challenge constructively where needed. You will help align contributors around deadlines, responsibilities and response strategy, while also supporting colleagues on live bids through practical guidance and structure.
Qualifications & Experience

Significant relevant experience in bids, tenders or proposals, ideally around 10 years or more, though candidates with different experience levels will be considered where they can demonstrate the required capability.

Strong bid management experience, including planning, coordination, compliance and submission management.

Excellent written communication, editing and content development skills.

Strong Microsoft Office skills and high overall technological literacy.

Working knowledge of Adobe Creative Suite, or similar document production tools, would be beneficial.

Degree or equivalent qualification at Level 7 or above is desirable.

Formal bid management or proposal training, such as APMP or equivalent practical experience, would be beneficial.

Project management training or equivalent experience in structured delivery, facilitation, review management or stakeholder coordination would also be an advantage.

Experience in consultancy, engineering, environmental or wider professional services would be beneficial, but broader tendering experience from other sectors is also welcome.

Working Environment:
This is a full-time hybrid role, based in Dublin, Cork or Galway. Approximately 50% of working time is expected in the office, with flexible working hours around agreed core hours. Office attendance will typically align with bid kick-offs, strategy sessions, review meetings, governance discussions and periods of intensive tender delivery. Occasional travel to other offices may be required.
