Inland Fisheries Ireland has a vacancy for a Records Manager to join the Finance & Corporate Services team.
The Records Manager is responsible for the strategy, management and day to day implementation of records management within Inland Fisheries Ireland. The role will define and manage the strategic development of the Records Management Programme including management of policies and procedures.
The role will ensure that current and future records are effectively and efficiently managed. The role will be IFI’s lead expert on the retention and disposal of information, including how this supports IFI’s compliance obligations and strategic goals. The Records Manager will work very closely with the Data Protection Officer to ensure that records management policies and processes support the data protection obligation of the organisation.
The role will be required to travel regularly to IFI sites to provide guidance and support and to carry out records management activities, including review of physical records against the Retention Schedule.
The Records Manager is responsible for ensuring the effective roll-out and ongoing implementation of the records management policy and framework within Inland Fisheries Ireland, providing support and guidance to corporate and operational teams. The Records Manager will provide expert guidance and assurance to support the CEO and senior management in achieving accountability for records management risks and will act as a key contact point for the Audit and Risk Committee Board

KEY RESPONSIBILITIES
-
Provide strategic leadership for records management while proactively managing risks and aligning strategies with IFI long-term goals
-
Maintaining and implementing records management policies and procedures, including monitoring and reporting on organisational compliance with policies and regular review and updates of policies and procedures
-
Conducting regular monitoring and reporting on records management risks, working with chief risk officer to ensure risks are effectively managed
-
Manage the Retention Schedule and supporting implementation documentation; and facilitate and support regular records disposal activities

Manage contracts with offsite storage and shredding providers. Coordinate and facilitate provision of offsite storage services for IFI teams
-
Ensure that onsite storage of records meets standards and manage ongoing strategies for management of physical records on IFI sites

Liaise with departmental heads and regional operations to ensure that records management policies and procedures are implemented consistently across the organisation

Provide onsite support for the management of physical records, particularly the review, disposal and preservation of physical records.

Provide timely advice and guidance to colleagues on best practice records management

Support the development of records management training modules and provide training and ad hoc support as needed

Develop and implement a roadmap to ensure the effective management of electronic records within M365 and other business systems. The role will need to be able to work effectively with colleagues in IT and provide leadership on best records management practice within electronic systems.

Providing support and advice on the development of information architecture (business classification, file plans, metadata schemes) for electronic recordkeeping systems

Implement and maintain information governance mechanisms for electronic recordkeeping systems; including providing timely advice on records requirements for new business systems containing records• Provide leadership on records management matters for the records and information governance group.

Coordinate and support group of local records champions within departments and district offices

Liaise with the National Archives regarding the preservation and management of historical records, and to ensure that IFI complies with National Archives Act 1986
KEY EXPERIENCE & QUALIFICATIONS
The ideal candidate will have the following;
Essential
-
A full Category B driving licence that is recognised in Ireland;

PDP Practitioner Certificate in Records Management or relevant NFQ Level 7 qualification in information governance or library science or a recognised third-level qualification (NFQ Level 7) or equivalent, in a relevant discipline

A minimum of 3 years experience managing and delivering records management programmes and services
-
Proven experience successfully delivering records management programmes and services
-
Experience developing and maintaining records management governance programmes
-
Experience managing and implementing retention schedules and records disposal programmes
-
Strong knowledge of electronic records management requirements and systems requirements. Experience managing records within electronic records systems

Excellent knowledge of M365 document management solutions SharePoint, OneDrive, MS Teams and compliance management tools: Purview
-
Strong business analysis for records skills with the ability to develop and manage information architecture: business classification and metadata schemes
-
Experience managing offsite paper storage contracts and providing records services to colleagues
-
Confident and clear communicator able to adapt to different audiences

Strong organisational skills with project management skills
Desirable

Master’s degree in Archives and Records Management
-
Experience fulfilling leadership or advisory governance role for records management, reporting to senior leadership. Good understanding of governance frameworks and their development and maintenance

Experience administrating or designing SharePoint and MS Teams for records management, and experience or knowledge of Purview Records Management
-
Significant experience developing business classifications, metadata schemes, file plans and site models
-
Experience training staff and developing staff training programmes
-
Excellent relationship builder with ability to use influence to achieve results
REMUNERATION
The salary scale for the position is at the level of Higher Executive Officer as applies in Inland Fisheries Ireland, it is a 9-point scale including 2 long service increments (LSI’s): Point 1 €58,912.34; Point 2 €60,656.28; Point 3 €62,408.15; Point 4 €64,153.65; Point 5 €65,908.07; Point 6 €67,661.21; Point 7 €69,411.81; Point 8 (LSI 1) €71,942.71; Point 9 (LSI 2) €75,398.08

Candidates should note that salary will not be subject to negotiation and the rate of remuneration may be adjusted from time to time in line with Government pay policy. New entrants to the public sector will start on Point 1 subject to Haddington Road Agreement and subsequent Government Agreements.
