Introduction to the team
The Programme Risk and Recovery team are experts in the field of project and programme risk assessment and recovery in EY’s Risk Management practice. The Opportunity

We’re seeking an exceptional Manager to help shape and deliver our growing Grants Management solution, within our Government & Infrastructure Risk Practice. We are passionate about working with our clients to maximise policy impact on vital funds, minimise risk, optimise citizen experience, and drive efficiency. We support our clients from programme design, through to operational delivery, embedding effective controls throughout to safeguard funds.

Key Responsibilities
Programme design and development
- Advise clients on the design of government grant and funding programmes, demonstrating strong business acumen and insight.
- Develop comprehensive operating models for effective grant administration, covering governance structures, technology and data requirements, process and control.
- Conduct detailed process mapping (L1-5) and service design for the end-to-end fund lifecycle (application through to evaluation). Identify risks across end-to-end lifecycle and develop robust control frameworks.
- Lead workstreams and/or engagements, ensuring exceptional quality, timeliness and commercial performance.
Programme implementation and administration
- Manage the operational delivery of grant and funding programmes, overseeing the implementation and ongoing operation of control frameworks across the end-to-end fund lifecycle (application through to evaluation).
- Monitor programme performance through management information and reporting, identifying risks, escalating performance issues where appropriate, and determining opportunities to drive continuous improvement.
- Lead workstreams and/or engagements, ensuring exceptional quality, timeliness and commercial performance.
Client Relationship Building & Market Growth
- Build deep, trusted relationships with client stakeholders.
- Support the identification of new opportunities using insight, curiosity and strong commercial instincts.
- Support client proposals, pitches, thought leadership and market‑facing initiatives to drive growth.
People Leadership & Team Development
- Develop, mentor and inspire diverse, high‑performing teams; model inclusive leadership and create an environment where people thrive.
- Provide clarity and direction through uncertainty, helping teams navigate new topics and evolving client needs.
- Contribute to practice development initiatives such as Learning & Development.
Quality, Risk & Commercial Management
- Ensure engagements meet EY quality and regulatory expectations while effectively managing risk, scope and profitability.
- Confidently handle challenging situations, resolve issues proactively and maintain high standards of delivery.
Skills and Attributes Required to Apply for this role:
To qualify for the role, you must have
- Relevant consulting or industry experience, preferably in a professional services environment or MNC.
- Experience delivering complex public sector grant and funding programmes.
- Experience in business development and relationship building/management.
