Job Description
The M402 Procurement Manager supports the M400 Procurement Lead for the procurement of the M402 contract to develop procurement documents, including requirements, specifications and input into contracts. The role holder shall assist in the production of the procurement documentation including but not limited to, the contract requirements, procurement documents and draft contracts.
Principal Accountabilities

Act as the first point of contact for the M402 contract procurement matters.

Deliver procurement activities as directed by the M400 Procurement Lead.

Lead the development and management of the M402 procurement contract management plans and procurement strategies for the M402 contracts in line with the project programme and timelines.

Lead the development and production of the procurement documents for both the qualification and selection stages of the procurement of the M402 contracts.

During the tender process and the preferred tenderer period, provide support to the M400 Lead in preparing and reviewing contracts issued to the preferred tenderer ahead of contract close. This includes attending contract review meetings and reviewing proposed changes to contracts and schedules, as required.

Support the M400 Lead in coordinating with relevant project stakeholders, such as Design and Engineering, Project Controls & Performance, Safety, and Information Management. This includes preparing and drafting technical specifications and clauses in collaboration with external advisors to produce comprehensive procurement documents. These documents may include Pre-Qualification Questionnaires (PQQs) or equivalent documents, Invitation to Tender / Invitation to Negotiate / Invitation to Participate in Dialogue documentation, Tender Proformas, Scope documents, Tender Design Specifications, Drawings, Technical Specifications and Requirements documents, and Data Room information for tenderers.

Support the M400 Lead in managing and coordinating the process for responding to tenderer clarifications, including management of clarification trackers, coordination with relevant stakeholders and advisors to draft responses, and liaison with legal advisors during the clarification and evaluation stages.

Support the M400 Lead in drafting shortlisting letters for qualification stages and regret/success letters during the selection stages of procurements.

Manage and maintain documents in accordance with client procedures.

Assist with updates and revisions to procurement processes, policies, and procedures.

Assist in providing accurate and timely information about progress and plans to support the M400 Lead in managing and coordinating monthly commercial and procurement progress reports.

Participate in progress meetings to discuss procurement and assurance plans and progress, as required.

Support the M400 Lead in managing and coordinating the resourcing of the M400 team, fostering a proactive and positive culture.

Ensure the team remains fully trained and up to date on procurement best practices, EU procurement directives, Irish law, and other relevant statutes.

Qualifications
Experience
-
>7 years’ experience managing complex procurement processes within major capital programmes.
-
5+ years’ experience working on metro rail projects or projects of a similar scale and complexity.
-
Experience of public sector e-procurement and constraints. Have a good understanding of business and procurement management systems.
-
Experience in understanding of procurement of EU Procurement Directives, Irish National Regulations and laws, and construction procurement as a client or for client bodies.
Skills
-
A thorough understanding of Procurement processes and Legal framework and governance contract law and construction procurement as a client or for client bodies.
-
Knowledge of EU Procurement Directives and Irish National Regulations and laws including EU Regulation 2016 (S.I. 286/2016).
-
Ability to provide strategic leadership and direction in procurement, within a large and complex organisation.
-
Ability to lead and manage procurement teams. Guiding high value strategic procurement activities at a senior level.
-
Dealing with commercial agreements and legal awareness of contract risks. Experience drafting complex and bespoke contract terms and commercial principles including supplies, services and framework agreement.

Dealing with bespoke NEC terms of conditions. Knowledge and understanding of the complete procurement contract management and supplier relationship management cycle of the NEC and other standard contract forms and commercial risks.

Strong ability to write, document, and maintain technical standards, guidelines, and workflows.

Ability to identify gaps in information governance and suggest solutions.
-
Strong attention to detail and accuracy in developing structured documentation. Ensuring compliance with standards.

Excellent communication and collaboration skills, with the ability to translate complex information management concepts into clear, actionable guidance.

Ability to assess, refine, and continuously improve information management protocols and documentation to multitask, prioritize, and work well under pressure to meet established deadlines.
-
Ability to develop long term relationships with all team members and effectively balance people and processes in a collaborative manner that is positive, open and transparent. Ensuring clear and effective communication.

Ability to foster a committed, strategic, innovative and inclusive culture within multi-disciplinary functions and teams while ensuring that all procurement related tasks are conducted in a timely and accurate manner.
Formal Education Qualifications
-
Minimum Level 8 degree (or equivalent) in relevant subject area e.g., engineering, supply chain, procurement, quantity surveying, business, or related discipline.

Level 9 Masters in relevant field would be advantageous (or equivalent masters).

Advanced Diploma in Public Procurement Law (King’s Inns) or equivalent is desirable
Professional Memberships
-
A professional qualification such as Engineers Ireland (IE), Institute of Civil Engineers (ICE), Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS) or relevant equivalent.

Membership of Institute of Management Consulting or Association of Project Management.
