Property Acquisitions Manager - Housing First

Dublin - Hybrid

Full time (Monday - Friday, 9am - 5pm, 1 hour unpaid break)

12 Month Fixed Term contract (with a view to permanency)

Salary: €58,494 per annum

1. Role

Identifying and sourcing new property opportunities in line with organisational strategic direction, ensuring value for money and security of tenure for Housing First Service Users. Oversight and management of Housing Officer Team.

2. Key Areas of Responsibility

Supervision and Line Management of the Housing Officer team.
Development of a pipeline of properties to ensure delivery of requirements and commitments.
Project management of acquisition process, including budget, timeline, due diligence, stakeholder management, and handover process.
Development of partnerships with private and public organisations to ensure collaboration and partnership in delivery.
Negotiate leasing contracts with public and private landlords.
Collaboration and knowledge sharing with stakeholders, including other Housing Associations, Local Authorities, Department of Housing etc
Follow through to completion the acquisition and refurbishment of properties already in the development pipeline
Submit CAS and CALF funding applications to the relevant local authorities
Monitor the progress of developments including attendance at site meetings.
Provide regular progress reports to relevant stakeholders.
Establish and maintain strong working relationships with external stakeholders and local authorities
Property Handover to relevant NGO partners.
Asset Management
In conjunction with Housing Officers, ensure that properties are maintained to an excellent standard and in compliance with relevant Health & Safety standards

The above list is not exhaustive; additional areas of responsibility may be added over time and flexibility to cover for other staff roles is required from time to time

3. Person Requirements

A minimum of 2 years working in a development role within the social and voluntary housing sector or similar environment (Essential)
A full driving licence and use of a car (Desirable)
A relevant third level qualification in construction, project management on construction projects, QS, design, housing or equivalent, or working towards same (Essential)
Knowledge of current Irish building regulations and landlord-tenant legislation.
A minimum of 1 year of regular use of IT systems with a good proficiency in Excel, Word & Databases
An ability to work both independently and as part of a team
Good organisational and time-management skills
Experience in working with other support providers i.e. Housing First & SLI (Desirable)
Understanding of why people become homeless or may be at risk of homelessness and the issues they present with, particularly in relation to substance misuse (Desirable)
Respect for the values and beliefs of Depaul and its founding partners
A commitment to and an understanding of equal opportunities and diversity issues
A commitment to high standards of Health & Safety best practice.
Commitment to the provision of quality standards of housing for tenants

While the line manager is specified above, this does not preclude higher level grades from directing or reviewing work or setting dotted line collaborative working relationships between same or different level positions.

Annual Leave Up to 3 years' service: 25 days per year
3 years' up to 5 years' service: 27 days per year
Over 5 years' service: 30 working days per year (Exclusive of bank and statutory holidays)
10 public holidays each year with Good Friday as discretionary day. Day off and day pay for Christmas Day,
St.Stephen's Day, and New Year's Day worked for shift workers.
Non-Shift Workers: Paid day off on public holidays.
Shift Workers: Expected to work on public holidays; receive an additional day of annual leave in lieu.
Non-Rostered Employees: May be entitled to one-fifth of the normal weekly rate of remuneration for the public holiday.
