Salary: €60,215 - €71,386 per annum

Medically Supervised Injecting Facility ( MSIF) – What is it?
A MSIF is a hygienic, safe, medically supervised healthcare environment where people can inject drugs, obtained elsewhere, under the supervision of trained health professionals. It offers a compassionate, person-centred service which reduces the harms associated with drug injecting. A MSIF can help health service staff to reach and support vulnerable and marginalised people, who often do not, cannot, or no longer engage with existing health services. There are now approximately 90 of these facilities worldwide, in Europe, Canada, and Australia. There is significant evidence gathered from these facilities of their benefits to people who use drugs and the wider society.
MQI operate Ireland’s first Medically Supervised Injection Facility (MSIF) in Riverbank House The service operates seven days a week and is staffed by qualified nurses and project workers.
Summary
MQI are seeking a Clinical Services Manager with a strong track record in team management and leadership to govern the daily operation of our Dublin Clinical Services. Reporting to the Deputy Head of Dublin Day Services, the Clinical Services Manager will be responsible for supporting and managing clinical services staff to provide safe and trauma informed services to clients.
In addition to the MSIF, Dublin clinical services provided by MQI include general and psychiatric nursing services, dental services, counselling and mental health services and GP services in Riverbank House. MQI operates a women’s weekly GP clinic at our Jane’s Place service, this clinic is operated via a third party.
Operational Service Delivery
Responsible for the daily running of Clinical Services, to ensure they meet service standards and the ethos of MQI
Provide performance management support to both management and staff ensuring the team are working within their scope of practice.
Promotion of a Trauma Informed approach to service delivery and all organisational practices.
Clinical/Professional
Be responsible for the co-ordination, assessment, implementation, and review of care for service users according to service standards.
Ensure operational practice complies with Professional Clinical Guidelines and MQI policies and procedures along with current legislation.
Be prepared to support the team in providing direct support and care to MSIF clients, where required
Ensure all clinical management protocols are adhered to by all staff.
Health and Safety
Ensure best practise is being adhered to in maintaining a safe environment for service users, staff and visitors.
Ensure Health and Safety standards are maintained in accordance with the HS Statement of MQI and to attend the HS Committee Meetings
Ensure implementation and adherence to established policies and procedures, health and safety, infection control, storage and use of controlled drugs etc.
Ensure timely completion of incident forms and HS documentation.
Ensure relevant departments are notified in a timely manner of any accidents or incidents
Collaboration
Work with colleagues, senior management and external partners to deliver a high-quality service.
Foster strong partnerships with partner agencies who provide services to MQI and/or operate in the local community to support our clients access to services.
Work inclusively as part of the Dublin Services Leadership team fostering a mutually supportive environment with all other clinical and non-clinical services.
Engage openly with peers and peer representatives to ensure client voice, choice and empowerment is central to the operation of the MSIF.
Staff Management
Ensure to support in creating an environment which is conducive to good employee relations and work performance in line with MQI’s standards of dignity, respect, and inclusivity.
Support staff in alignment with the MQI Performance Management Approach, working in partnership with the MQI People and Culture team.
In consultation with senior management review staffing rosters to ensure they reflect the operational needs of the service and comply with employment legislation.
Reporting
Produce regular service activity reports and respond to ad-hoc information requires related to the clinical services that may be required
Participate in service reviews and evaluations and to implement any changes arising from such reviews
Ensure appropriate financial controls and systems are maintained and the service operates within the allocated budget
Ensure the client database and other IT and filing systems are kept up to date
Assist with any / all tasks involved with the implementation and development of the MSIF

Person Specification
The ideal candidate for this post must have:
Primary Degree in a Health-related discipline (Level 8)
Minimum of 5 years’ experience of delivery of clinical services in the areas of addiction, homelessness and mental health with 3 years in a management role
A working knowledge of the development and implementation of Risk Management and Quality Assurance Frameworks.
A proven track record of leadership and multidisciplinary team management
Excellent communication and report writing skills
A passion for, and record of, working to create trauma informed and inclusive services.
Excellent strategic and analytical skills with the ability to combine long-term planning and short-term reactive work.
Excellent leadership and decision-making skills with the ability to motivate and inspire teams
Ability to build positive relationships with a diverse range stakeholders including people with lived and living experience of drug use
Full Clean Driving Licence
