The Senior Resident Engineer will be assigned to the N67/N85 Inner Relief Road Ennistymon (Blakes Corner) Project and will report to the Senior Executive Engineer/ Project Supervisor as appropriate. The Senior Resident Engineer may also be required to lead a team or teams responsible for the on-site supervision and contract administration of the construction contract(s) and shall perform the duties allocated on site by the Senior Executive Engineer/Project Supervisor.
The Senior Resident Engineer’s role is to ensure that the works are carried out in accordance with the approved designs, specifications, and instructions, and that both the Engineering Consultants and the Contractor fulfil all their contractual obligations.
In addition, the Senior Resident Engineer will oversee and coordinate project liaison with affected land or property owners and members of the public. This includes coordinating and overseeing all associated sub‑consultants, as well as supporting land acquisition and associated legal agreements.
The person appointed shall be on site or represented during all working hours of construction. The expected duration of this specific purpose contract is initially for a three-year period and may be extended.
The Project
Clare County Council, in conjunction with Transport infrastructure Ireland, are progressing the delivery of the N67/N85 Inner Relief Road Ennistymon (Blakes Corner) Project.
The proposed N67/N85 Inner Relief Road Ennistymon (Blake’s Corner) involves the construction of a new bridge approximately 80m upstream of the existing Michael Conway Bridge. The existing bridge, a protected 7-arch masonry bridge, will be pedestrianised to allow pedestrian and cyclist access only, and a plaza will be constructed at the western end.
The scheme will include other enhancements to the area, including footpath improvements and enhanced crossing arrangements, landscaping, lighting and services enhancements, and other ancillary elements. The scheme will improve the capacity of the road network and will improve road safety, while conserving and complementing the historic fabric of the town.
The scheme has been developed to address the serious traffic congestion issues through Ennistymon town. A review of previous studies of the junction at Blake’s Corner, a traffic modelling assessment of the improvement options and a design of an improvement scheme have all been carried out to find the most appropriate solution to deal with the long-standing traffic problems in Ennistymon.

Following the completion of the planning approval stage, the project is now moving into the detailed design, enabling works and construction phases. These stages will initially involve detailed design development, land acquisition, and a range of significant enabling works contracts, before progressing to the main construction works
ESSENTIAL CRITERIA
1. Character
(a) Each candidate must be of good character.
2. Health
(a) Candidates shall be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
3. Education, Training, Experience, etc.
Each candidate must, on the latest date for receipt of completed application forms:
a) (i) hold an honours bachelors degree (level 8 on the National Framework of Qualifications (NFQ)) in Engineering accredited at CEng or CEng with FL level by Engineers Ireland;
or
(ii) hold an ordinary bachelors degree (level 7 on the National Framework of Qualifications (NFQ)) in Engineering AND a post-graduate masters degree (level 9 on the National Framework of Qualifications (NFQ)) in Engineering;
or
(iii) hold a masters degree (level 9 on the National Framework of Qualifications (NFQ}) in Engineering attained after completing an integrated masters level programme of at least 4 years duration and which is accredited at CEng level by Engineers Ireland or an equivalent accreditation body internationally;
or
(iv) have achieved the registered professional title of Chartered Engineer and be registered on the Register of Chartered Engineers of Engineers Ireland or of a professional institute of another country and recognised by Engineers Ireland as of equivalent status.
and
(b) have had at least eight years of satisfactory relevant engineering experience, including a period of not less than six years of satisfactory experience in the direction and supervision of major engineering work;
and
(c) possess a high standard of technical training and experience and of administrative experience;
and
(d) possess a high standard of administrative and management experience;
and
(e) have a satisfactory knowledge of public service organisation or the ability to acquire
such knowledge.
and
(f) Hold a current full Class B driving licence free from endorsements.
Criteria for evaluating Qualifications for Temporary Senior Resident Engineer.
When determining if a candidate’s qualifications can be deemed to be a Level 8 degree in Engineering accredited at CEng or CEng with FL level by Engineers Ireland, the following criteria will be considered:
- Where candidates have achieved their degree in other jurisdictions, the level of the qualification will be determined using the NARIC Ireland Foreign Qualification databasee.
- Candidates with qualifications from other jurisdictions will also be required to demonstrate that their qualifications meet the standard of CEng or CEng with FL level as accredited by Engineers Ireland, by providing evidence that the course has been assessed and accredited by an appropriate body or under a relevant Accord. Certain Level 8 degrees are accredited by Engineers Ireland as AEng rather than CEng or CEng with FL. These degrees are not considered equivalent to the standard set out above.
Where a degree has not yet been accredited by Engineers Ireland, enquiries will be made to the University and Engineers Ireland to determine whether or not the degree meets the standard required

- Non-Irish Qualifications must be accompanied by a determination from Quality and Qualifications Ireland (QQI) to establish their comparability against the Irish National Framework of Qualifications, overseas qualifications must also be accompanied by a translation document.
